Ukrainians in Lithuania can exchange their driver's licenses without passing exams according to a simplified procedure
Ukraine and Lithuania are starting to exchange driver's licenses through a simplified procedure. On October 22, the between the Cabinet of Ministers of Ukraine and the Government of the Republic of Lithuania on mutual recognition and exchange of national driver's licenses came into effect. This means that from now on, our fellow citizens who permanently reside in Lithuania can exchange their Ukrainian driver's license for a Lithuanian one without taking theoretical and practical exams. A similar procedure will apply to citizens of Lithuania residing in Ukraine. The simplified exchange of driver's licenses applies to categories A, A1, B, and B1. Competent authorities in Ukraine and Lithuania can also verify driver's licenses. If the document is found to be invalid, or if a person has been deprived of the right to drive a vehicle or their driving rights are temporarily restricted, the exchange will not take place. Citizens who left Ukraine due to war and are under temporary protection in the Republic of Lithuania can also exchange their driver's licenses without taking exams. However, according to the for using Ukrainian national driver's licenses, this is only possible within the territory of the EU. European practice. How much do driver candidates expect to pass a practical test abroad
For many residents of Europe, the car has long been a convenient means of transportation that significantly simplifies life. This is especially true for those citizens living in suburbs or remote areas who do not want to spend extra time on public transportation. Additionally, cars in EU countries are cheaper compared to Ukraine. Therefore, there are always many people eager to obtain a driver's license. To become a driver abroad, it is necessary to undergo training in specialized institutions and successfully pass theoretical and practical exams at examination centers. It turns out that in some European countries, this process takes a considerable amount of time. For example, the waiting time from the moment of registration for the practical exam to the date of its completion ranges from several weeks to six months. Therefore, candidates for drivers wait the longest for the exam in Ireland: up to half a year. A similar timeframe is seen in the United Kingdom: from 1 to 6 months. In Italy, this period is 140 days. We have also analyzed how long citizens wait for the practical exam in neighboring and closest countries to Ukraine. For example, in Poland, this period is 20 days. Future drivers in Romania have to wait even longer – 27 days, while in Germany, it is 3-5 weeks. In the Baltic countries, this period is approximately several weeks. In Lithuania, it's 22 days, and in Estonia, it's almost three times longer – 60 days.

Thousands of Ukrainians, forced to seek refuge abroad due to the war, often find themselves in need of renewing their driver's licenses but face challenges in doing so outside the country. Therefore, we are launching a new service that many drivers have been eagerly anticipating. Henceforth, drivers can order the exchange of their driver's licenses online with international delivery. This convenient service will be available to individuals residing in Poland, where a significant number of Ukrainian citizens currently find themselves, unable to return to their homeland for various reasons. To order the document with delivery by Ukrposhta abroad, individuals can do so through their . This service will be useful for those who want to exchange their license, whether obtained for the first time for a two-year period, lost or damaged, or if there have been changes to personal information. The new service is user-friendly and can be ordered in just a few clicks. Minister of Internal Affairs of Ukraine, Igor Klymenko, explained: "To do this, you need to log in to the Driver's Electronic Cabinet, specify the reason for exchanging the license, choose international delivery, and pay for the service. After processing the application, the ready document will be sent to the chosen branch." The estimated international delivery time is around 15 days. The approximate cost of the driver's license is 311 UAH for the form and administrative services. The logistic costs for postal delivery abroad will amount to 960 UAH.

Today, the Diya app is launching the beta testing of one of the most popular services of the Ministry of Internal Affairs – the re-registration of vehicles. "After the successful completion of testing, all users will be able to re-register a car, motorcycle, or moped in just a few clicks. Those willing to participate in beta testing can actually sell or buy movable property," explained the Minister of Internal Affairs of Ukraine, Igor Klymenko. The service is also user-friendly – the seller has to fill out a form in the Diya app and share a QR code or a link to the contract. In turn, the buyer needs to sign the received document and choose whether to keep the old license plate or get a new one. To participate in beta testing, only Ukrainian citizens who are of legal age and have the following documents can join: Furthermore, in the future, drivers will have the option of having their documents delivered by a postal operator. Ukraine has allowed military personnel to use right-hand drive vehicles.
Starting from tomorrow, August 1, military personnel will be able to use vehicles with right-hand steering. This change is outlined in the law No. 3164-IX amending the "On Road Traffic" law, which was adopted by the Verkhovna Rada on June 28. The explanatory note to the law states that the main purpose of the document is to enhance the capabilities of the Armed Forces of Ukraine, ensuring military units with the necessary number of vehicles, including those with right-hand steering. Members of parliament noted that a large number of vehicles with the required technical characteristics for the military (pickups, off-road vehicles, minibusses, and various specialized vehicles) can be purchased in the United Kingdom. However, due to the right-hand traffic in this country, they have right-hand steering. "At present, vehicles with right-hand steering, delivered to Ukraine as charitable aid, international technical assistance, or under intergovernmental agreements on other terms, cannot cross the Ukrainian state border," added the authors of the law. Car buyers will be able to drive on the "old" license plates for 10 days.
n Ukraine, buyers of used cars are expected to be allowed to drive on "old" license plates for 10 days. A corresponding bill, No. 10158, has already been registered in the Verkhovna Rada. The authors of this bill took into account Ukraine's active transition to the digitization of administrative services, including MVS service centers. However, online services cannot operate in full until citizens are required to visit territorial MVS service centers. Currently, both the buyer and the seller need to appear together at the MVS service center to sign the purchase and sale agreement. Soon, the car buying and selling function will be available in the "Diia" mobile app. The license plate and vehicle registration certificate can be received by mail. The new car owner will not be able to use the vehicle immediately as some time is required for the postal delivery of license plates assigned to the car during the re-registration. Therefore, the authors of the bill No. 10158 propose allowing car buyers to drive on "old" license plates for 10 days—from the moment of re-registration of the vehicle until the receipt of the assigned license plates in due course. Bill No. 10158 was registered in the Verkhovna Rada on October 17, 2023. It is currently under consideration by the parliamentary Committee on Transport and Infrastructure. Changes to the Road Traffic Rules (PDZR) in Ukraine: What Has Changed

Yes, according to Part 1 of Article 121 of the Code of Ukraine on Administrative Offenses (CUAO), driving a vehicle that has malfunctions with which its operation is prohibited entails a fine of 340 UAH. In paragraph 6.8.5 of DSTU 3649:2010, it is stated that there should be no chips or cracks in the windshield of wheeled vehicles in the windshield wiper zone. At the same time, DSTU 3649:2010 specifies that such damage does not fall under the category of technical malfunctions of the vehicle. Thus, the current Road Traffic Regulations (RTR) do not consider a crack on the windshield as a technical malfunction that prohibits the operation of the vehicle. Therefore, the mentioned windshield issue refers to its damage rather than a technical malfunction of the car. From this, it can be concluded that a crack on the windshield in the windshield wiper zone does not prohibit the use of the vehicle. Recently, drivers have embraced a new online service for document verification, and the Main Service Center of the Ministry of Internal Affairs is actively developing and implementing even more interesting ideas. Today, the Main Service Center of the Ministry of Internal Affairs presented three new online services: “Calculator” Created to calculate the approximate cost of vehicle registration (re-registration) services. The service allows users to find out not only the cost of the registration service at the MIA service center for any type of vehicle but also the specific taxes and fees paid in each case. The calculator takes into account factors such as the type of vehicle and the country of manufacture, whether there is a mandatory state pension insurance fee during vehicle registration, and the calculation of the income tax and military fee when selling the vehicle. The calculator is available both in the information boxes directly at the MIA service centers and online on the official website of the Main Service Center of the Ministry of Internal Affairs in the "Information Services and Document Verification" section. “Checking the Availability of License Plates on the MIA Service Center Website” This service, which was previously available in information boxes at updated MIA service centers, is now accessible online on the Main Service Center of the Ministry of Internal Affairs website. The presentation of the new online services took place at the opening of the updated Service Center of the Ministry of Internal Affairs No. 7144 in Korsun-Shevchenkivskyi, Cherkasy Oblast. This marks the 130th service center of the Ministry of Internal Affairs in Ukraine and the third update in Cherkasy Oblast. Previously, updated service centers were opened in the cities of Cherkasy and Uman in the region. The MIA Service Center No. 7144 is equipped with an electronic queue, information box, modern communication tools, and webcams that allow real-time monitoring of the center's workload. Administrators will serve citizens, providing up to seventy services per day. The first deputy head of the Regional Service Center of the Main Service Center of the Ministry of Internal Affairs in Cherkasy Oblast, Volodymyr Andrushchenko, emphasized that visitors to the center will be able to quickly and comfortably replace or obtain driver's licenses, register or re-register their vehicles, order the production of personalized license plates, obtain a certificate of no criminal record, and leave license plates for storage, among other services. The opening of the updated Service Center of the Ministry of Internal Affairs in Korsun-Shevchenkivskyi is not the last in Cherkasy Oblast.
